Mining experience is decided by what you are hitting. Here is the whole ladder and the level each one opens at.
Higher-tier pickaxes swing more often, so the pickaxe matters nearly as much as the rock. Upgrade it as soon as the level allows.
If the levels are what you want rather than the ore, Motherlode Mine is usually the better route — up to 64k an hour and nothing to bank.
